I am starting to think the fan is defective, as it would just
always run at full bore, different from fan #2.
I bought a good replacement fan pulled from a like-new HP ZV5000
so next week I'll know if the fan noise is due to bad design, or
broken fan...

my GUESS is that you could reduce fan speed 30-70% and not
increase heat that much-- especially if the fan runs all the
time.
It seems much smarter to run a fan at a constant slower speed,
than stupid programming that runs a fan on and off and on and off
and on and off
